Summary
On September 15, 2005, President George W. Bush approved recommendations by the BRAC Commission that are expected to save United States taxpayers $15 billion over 20 years through the closing and consolidation of military installations. With that stroke of the pen, MCFA sprung into action as program managers for two large Army installations at Aberdeen Proving Ground (Aberdeen, Maryland) and Fort Bliss (El Paso, Texas).

MCFA developed the Fort Bliss and APG Facilities Action Plans, Logistics Plans, and Financial Management Plans. The BRAC actions that MCFA assisted in planning included the movement of 100,000 soldiers, families, and contractors and 13 million square feet of new construction. The follow on effort includes supporting the Army in the implementation of the plan. This required a detailed analysis of requirements, missions, and installation capabilities and included organizing, facilitating, and driving a team of over 120 planners, architects, engineers, and cost estimators. BRAC is in full force at both installations and MCFA is proud of our contributions to these historic transitions.
