MCFA performed seventeen opportunity identification studies, nine, Phase I market studies, and five Business Case Analyses (BCAs) for multiple installations within the Naval District Washington in support of the Naval District of Washington’s Regionally Integrated Master Program (RIMP) activities.

• Site analyses for seventeen installations, including Navy Headquarters at the Washington Navy Yard, NSF Carderock, NNMC Bethesda, NSF Arlington, NSF Dahlgren, NSF Indian Head, NAS Patuxent River, OLF Webster Field, NOSC Baltimore, NRC Solomons, Naval Observatory, NSF Potomac Annex, NSF Chesapeake Beach, NSF Anacostia, Naval Research Laboratory, NSF Suitland, and Marine Corps Base Quantico
• Identification and presentation of potential sites to the Regional Master Integration Group (RMIG)
• Market and feasibility studies for five town center retail developments, a 500,000 square foot office complex serving key Naval contractors, and a large regional hotel/conference center. MCFA was also tasked to perform five business case analyses of specific planning issues at several locations throughout the Naval District of Washington (NDW).
• Identification and presentation of potential sites to the Regional Master Integration Group (RMIG)
• Market and feasibility studies for five town center retail developments, a 500,000 square foot office complex serving key Naval contractors, and a large regional hotel/conference center.
MCFA was also tasked to perform five business case analyses of specific planning issues at several locations throughout the Naval District of Washington (NDW). These included:
• Potential Consolidation of NDW Unmanned Aerial Vehicles/System RDT&E at a single location and creating a Unmanned Aerial Vehicle “Center of Excellence”;
• The development of transient lodging facilities throughout NDW to address a housing shortage for short-term and contract personnel;
• Conference Center Facilities at specific high-demand locations in the Naval District of Washington and a regional Hotel/Conference Center to serve all mid-Atlantic personnel, and Remote Work Centers, to address an influx in personnel, the changing nature and “homebase” location of the Navy’s workforce, and productivity efficiencies.
Faced with an emergent need to evaluate potential facility solutions, the Navy engaged MCFA to perform EUL business case analyses of six potential facility solutions to address Headquarter’s need for administrative office space to accommodate 2,500 new employees.
As part of the analysis, MCFA:
• Worked with Navy representatives to define the desired NAVSEA program to meet Navy mission needs
• Studied site market dynamics, economics, and demographics and applied site economics to the NAVSEA program over time
• Modeled fifty-year operating leases and construction cost estimates (using the Government’s software package of choice, ECONPACK) and analyzed financial risks and benefits of each scenario against revenue and expense projections
• Applied DoD parameters for economic analysis and General Services Administration (GSA) parameters for lease terms and accounted for time value of money and interest rate sensitivities in converting payments to net present value (NPV)
• Performed additional levels of economic analysis to account for “intangible costs and benefits” (key fluctuation points which can impact financial models such as the impact of a lengthier commute on (Navy) employee turnover)
• Organized and managed strategy discussions and planning sessions with senior Navy leadership and presented recommendations to the RMIG working group and Navy leadership.
