General Services Administration Contract
MCFA is Pre-qualified by the General Services Administration (GSA) under the Mission Oriented Business Integrated Services (MOBIS) and is accessible by all federal agencies through this vehicle. The GSA schedule may also be used by non-federal government customers to procure our services.
If your agency wishes to order products or services through our GSA MOBIS contract you may purchase services directly from MCFA. Your agency does not have to negotiate terms, conditions, or prices as you would if you were conducting your own procurement; all of these have been predetermined during MCFA’s negotiations with GSA.

Contract Overview: In 2002, the Chief of Naval Operations (CNO) promulgated Sea Power 21 to provide a framework to align, organize and integrate the U.S. Navy to meet the wide variety of challenges that lie ahead. To meet Sea Power 21 objectives and to increase efficiency, the NAVSEA Warfare Centers established the SeaPort Enhanced (Seaport-e) Multiple Award Contract (MAC) vehicle. This contract vehicle utilizes a web-based, e-business procurement portal, to facilitate performance-based service acquisition, leverage buying power, improve business intelligence and reduce cycle time. In October 2004, the Virtual SYSCOM Commanders formalized an agreement to expand the ordering community of SeaPort-e to include all Virtual SYSCOM activities and to leverage the success of SeaPort-e in achieving the aforementioned objectives across the Virtual SYSCOM. Additionally, other Navy activities, including the Military Sealift Command, Strategic Systems Programs, and the United States Marine Corps have chosen to use SeaPort-e.

Scope: SeaPort-e includes all aspects of Engineering, Technical, & Programmatic Support Services as required by the Virtual Systems Command, its related Program Executive Offices (PEOs) and field affiliates. The contract provides timely high quality services for a reasonable price maximizing innovation and cost reduction initiatives. These services potentially span the entire spectrum of mission areas supported by the activities and technical capabilities that comprise the various ordering offices. Additionally, activities may provide limited support under this contract to other Department of Defense (DoD), non-DoD, or Joint agencies for work that is integrally related to product areas and mission.
QA Program: The team utilizes a Quality Management Metrics (QMM) approach to ensure project results exceed customer requirements. The term “satisfy” is not included within the MCFA standard, rather we strive for “delight, impress, and excel”. MCFA associates and partnering firms are selected and evaluated on their ability to meet our QMM requirements and are expected to demand it from one another. While we maintain a comprehensive catalog of quality metrics and procedures, we understand that every client and each project is unique; therefore, we tailor the set of specifications to meet each client’s needs.

Huntsville Resource Efficiency Manager
Continuing with its energy conservation specialization, MCFA was awarded an Indefinite Delivery Indefinite Quantity (IDIQ) contract (Contract # W912DY-09-D-0048) by the U.S. Army Engineering and Support Center in Huntsville, Alabama (CEHNC) for the Army Resource Efficiency Manager (REM) services for up to $40,000,000 over a period of 5 years. The contract will provide REM services at multiple locations within the United States and its territories.
The simplest way for companies to lower energy consumption costs is to have the individual employee change his or her consumption habits. REM is a human performance based management approach that focuses on reducing energy and other resource consumption, saving money, and helping the environment. REM program expands existing facility resources and focuses on no-and low-cost opportunities to reduce energy consumption in real time, including behavior aspects of energy end uses and operation and maintenance measures. Under the REM Program, full-time Resource Efficiency Managers support facilities’ efforts to reduce energy costs and consumption and meet their mandated energy conservation goals. The objective of the REM program is to identify and implement readily attained cost saving initiatives in energy, water, and resource conservation. Services provided include, but are not limited to, analysis of energy end uses and distribution systems, identifying opportunities for energy and emission reductions, strengthening energy management programs, conducting awareness training, developing and executing energy projects, providing measurement and verification support, preparing documentation to obtain energy efficiency rebates and incentives, collecting and accumulating consumption data, assembling data in prescribed formats, analysis of the data, providing decision making support information and recommendations in reports and briefings.
